Santiago, Zubiri see joint session favoring martial law

MANILA, Philippines - With Congress voting jointly, Senators Miriam Defensor-Santiago and Juan Miguel Zubiri on Monday conceded that the declaration of martial law in Maguindanao will no longer be revoked.

Senator Miriam Defensor-Santiago said the Senate would only be deemed useless even if all 23 senators vote for the revocation of the martial law declaration.

The House of Representatives has agreed to hold a joint session with the Senate to concur or revoke Proclamation 1959 that placed Maguindanao province under martial law.

A simple majority is needed by Congress to act on the martial law declaration in the province contained in Proclamation 1959.

?In effect, Congress will not revoke the proclamation. It?s not that dangerous as it is but it might be a dangerous as it precedent, it might serve as a bad example for future instances,? Santiago said.

?So if there are gong to be no miracles tomorrow (Tuesday), we will only be party to what in effect is already a doomed scenario. The Senate is doomed,? she added.

Santiago, an administration ally, joined his colleagues in calling for the revocation of the proclamation.

She said President Gloria Macapagal-Arroyo was ?ill-advised? by her legal advisers, whom she accused of engaging in ?constructive criminal construction.?

?They should be taken out and shot and then they should be buried with a backhoe,? she said.

Senate Majority Floor Leader Juan Miguel Zubiri earlier acknowledged that the Senate vote in a joint session could not carry enough weight to revoke the proclamation.

?So obviously, we don?t have the number in the Senate. But what is important here is that senators are able to express their sentiments,? Zubiri said in Filipino in an interview.

?It we lose via votes, so be it. But at least, we?d like to let the public know and place on record our stand on the implementation of martial law in Maguindanao,? he further said.
