MANILA, Philippines - The chances of impeaching President Gloria Macapagal-Arroyo are ?slim to none,? Speaker Prospero Nograles said Wednesday, virtually slamming the door to a Senate committee report recommending such action against the chief executive over the botched national broadband network or NBN deal.
?I think that as of now, nobody would seem inclined to endorse such a complaint precisely because of lack of material time,? Nograles said, noting that the remaining session days in Congress are less than 60, the maximum time allowed to tackle an impeachment complaint.
?It?s not practicable, and even the Senate won?t be able to constitute an impeachment court even if the House in a remote scenario endorses it to them. Chances would be two ? slim and none,? he added.
The four impeachment complaints filed against Arroyo have all been dismissed by her allies in the House.
The fourth impeachment complaint against Arroyo was filed on October 13 last year and dismissed on November 26, 2008.
Nueva Ecija Representative Eduardo Nonato Joson, speaking at the Ayes and Nays forum in Quezon City, said that while there is still time to impeach Arroyo, the question would still be who will sign in the complaint.
An impeachment complaint against Arroyo needs the signature of at least one-third of the 268 members of the House of Representatives.
?There is still time, but who will sign the impeachment?? Joson said.
Bayan Muna party list Representative Satur Ocampo lauded the Senate?s recommendation and urged his colleagues to heed it.
"The House of Representatives is given the opportunity to give the Filipino people a great Christmas gift by initiating impeachment proceedings against Pres. Arroyo, and the chance to impeach her before the end of the year. All the evidence and testimonies have been presented already so a repetition of the investigations need not be made. All that's necessary is strong and determined political will," Ocampo said in a statement.
Representative Neri Colmenares, another party list congressman from Bayan Muna, said that given the track record of the President?s allies in the House, it would be no surprise if the new complaint would be ?killed? anew in the chamber.
Colmenares said the Senate report can be used as a basis to file charges against Arroyo after her term ends in June next year.
Akbayan party list Representative Walden Bello criticized the Senate?s findings for including whistleblowers such as Engineer Rodolfo ?Jun? Lozada Jr.
?The Senate has effectively gagged whistleblowers,? Bello said.
In the report that was made public Tuesday at a press conference by blue ribbon chairman Senator Richard Gordon, the joint committee headed by the blue ribbon committee sought the impeachment of Ms Arroyo and the prosecution by the Ombudsman of 11 others, including her husband Jose Miguel ?Mike? Arroyo, for allegedly conspiring to defraud the government in exchange for ?kickbacks? from the since scrapped contract with Chinese firm ZTE Corp.
Nograles said that at least, the controversy over the deal has been put to rest and can now be addressed in a proper forum. He said he hopes the Senate would be able to come up with the needed laws to avert a repeat of the scandal.
