MANILA, Philippines -- President Macapagal-Arroyo has appointed retired major general Pedro Cabuay as the new director general of the National Intelligence Coordinating Agency (NICA).
Cabuay replaces fellow retired general Cesar Garcia who resigned two weeks ago due to health reasons.
The new NICA chief also used to head the Intelligence Service of the Armed Forces of the Philippines and was deputy chief of staff for intelligence before retiring as chief of the Southern Luzon Command.
Garcia is suffering from a knee problem related to arthritis.
Executive Secretary Eduardo Ermita said Garcia was an "institution" in the intelligence circles because of an unblemished career in NICA and as an officer in the Philippine National Police (PNP).
