MANILA, Philippines -- Former police superintendent Cezar Mancao II arrived at exactly 2 p.m. Tuesday for his arraignment at the Manila Regional Trial Court Branch 18 surrounded by a swarm of agents of the National Bureau of Investigation.
Mancao, who was clad in a yellow long-sleeved shirt, stood out from group of black-shirted NBI men who surrounded him.
Security at the courthouse was tight even ahead of Mancao?s arraignment.
Some 50 NBI agents were deployed to limit public access to Manila RTC which had likewise ordered the prohibition of media coverage of proceedings.
NBI men held back mediamen by 10 meters from the courthouse.
Mancao has turned state witness in the 2000 murders of publicist Salvador Dacer and driver Emmanuel Corbito.
