Technical working group studying RP data privacy bills

MANILA, Philippines -- A technical working group composed of government and private sector representatives agreed that the data privacy bills should adopt the European Union framework on data privacy, a spokesperson told INQUIRER.net on Wednesday.
This was the decision reached by the group after a recent meeting, said Cathy Ileto, the designated spokesperson of the technical working group on the data privacy bill, in an interview.
Ileto said the group believes that the pending bills should prioritize which data privacy framework it would adopt.
The group is now studying several data privacy bills filed in Congress, including versions filed by Senator Manuel Roxas III and House Representative Liwayway Vinzons-Chato, Ileto said.
The technical working group is pushing the European Union guidelines because the industry hopes to break into the European and Australian markets, she said.
"We are trying to break into these markets, but this is not stopping us from getting the models of US and Canada. We do want to get the best of these worlds but for now with special focus on the European Union model," Ileto said. "We all agreed to zero in on the EU model."
The technical working group is also recommending that pending data privacy bills should stick to one data privacy framework standard.
Ileto said the technical working group is planning to meet with Data Privacy International next month to further thresh out details on how the country can work on adopting the European Union data privacy framework.
The technical working group is composed of representatives from the Bureau of Internal Revenue, the Department of Trade and Industry, the Business Processing Association of the Philippines (BPAP), the University of the Philippines, the Philippine National Police, Microsoft, the Philippine Computer Society, the Commission on Information and Communications Technology and the CIO Forum, Ileto said.
Ileto said the group is still inviting more participants from other industries, including the banking sector, among others.
BPAP is among the champions of government measures supporting data privacy because it is part of its goals of developing a better business environment for outsourcing.
