“We are ready to implement the arrest warrant…right after this meeting we will,” De Lima said.

Bangayan is accused of being the central figure in the rice smuggling operations in the country. He has repeatedly denied such, claiming that he is only a small-business man.

He is currently in the Senate, together with De Lima and other government officials, as a resource person on the ongoing probe on rice smuggling.
