Satisfaction with gov’t officials slipped–SWS survey

MANILA, Philippines—The satisfaction ratings of top government officials slipped amid controversies surrounding the reproductive health bill and the devastation wrought by Typhoon “Pablo” in Mindanao in December, a recent Social Weather Stations (SWS) survey showed.

The SWS survey, conducted between Dec. 8 and 11, showed that the net satisfaction rating of Vice President Jejomar Binay slid by six percentage points from an “excellent” plus 76 (82 percent satisfied, 6 percent dissatisfied) in August to a still “excellent” plus 70 (79 percent satisfied, 9 percent dissatisfied).

In an earlier report, President Aquino’s net satisfaction rating dropped by 12 points from plus 67 in August to 55 plus in December, his lowest rating in his two-year presidency.

On the other hand, the net satisfaction rating of Senate President Juan Ponce Enrile declined by eight points from a “very good” rating of plus 65 (73 percent satisfied, 8 percent dissatisfied) in August to a “good” rating of plus 47 (63 percent satisfied, 16 percent dissatisfied) in the latest survey.

Speaker Feliciano Belmonte’s net satisfaction rating slid by five points, from plus 20 (40 percent satisfied, 20 percent dissatisfied) in August to plus 15 (37 percent satisfied, 23 percent dissatisfied) in December. Both are within the “moderate” rating.

Chief Justice Maria Lourdes Sereno, who was included in the survey for the first time, registered a “moderate” rating of plus 14 (32 percent satisfied, 18 percent dissatisfied).

The SWS considers net satisfaction ratings of plus 70 and above as “excellent”; plus 50 to plus 69, “very good”; plus 30 to plus 49, “good”; plus 10 to plus 29, “moderate”; plus 9 to minus 9, “neutral”; minus 10 to minus 29, “poor”; minus 30 to minus 49, “bad”; minus 50 to minus 69, “very bad”; and minus 70 and below, “execrable.”

At the time of the survey, there were intense debates on the reproductive health bill, which both the House and the Senate eventually passed on Dec. 13 and 17, respectively.

There was also the devastation wrought by Typhoon Pablo, which slammed Davao Oriental on Dec. 4, claiming at least 1,067 lives and destroying property worth P36.9 billion.

The net satisfaction ratings of major institutions also declined with the Senate slipping from an all-time high of plus 67 (74 percent satisfied, 7 percent dissatisfied) to plus 51 (65 percent satisfied, 14 percent dissatisfied) in the latest survey. Both ratings were within the “very good” category.

Public satisfaction with the House of Representatives slipped from an all-time high of plus 42 (55 percent satisfied, 14 percent dissatisfied) in August to plus 31 (50 percent satisfied, 20 percent dissatisfied) in the latest survey, maintaining its “good” rating.

From its record rating of plus 33 (50 percent satisfied, 17 percent dissatisfied) in August, the Cabinet still got a “moderate” rating of plus 26 (45 percent satisfied, 19 percent dissatisfied).

Bucking the trend was the Supreme Court, which gained a single point from August’s plus 35 (52 percent satisfied, 17 percent dissatisfied) to December’s plus 36 (55 percent satisfied, 18 percent dissatisfied).—Lawrence de Guzman, Inquirer Research

    Why don’t you mention the locations (respondents) of your survey?
    Are they national, regional, local, district, baranggay level?
    So far, this is thrash, and it’s stinking!

    Mind conditioning. Si Binay ang target. They want to portray Binay as losing support so that the people will not vote for him in 2016.

    I don’t really believe SWS and Pulse Asia even if sometimes the results are what I expected. They are not genuinely independent. Sometimes the results are ridiculous.

    My prediction is that more people will be disappointed because of the non-passing of the FOI.

    What I’d like people to do is to convert their disappointment to action, and that is ….

    NO to LP.

    They were in control of the majority. They failed to pass FOI which most people agree with yet they passed RH which was a divisive issue. 

    Let’s exercise our voting power to teach them a lesson.

    Don’t vote for LP. Don’t vote for UNA either. Don’t vote for TRAPOS, POLITICAL DYNASTY MEMBERS, SHOWBIZ-TV personalities. These people are only after their political survival and our taxpayer money.

    If you are not able to find independent candidates who have technical professional backround and history of good achievements, then don’t select any candidate at all. Let those clowns win with very few votes.

      Pigilan ang pagpwesto ng mga magkakamag anak sa gobyerno, sila sila lang makikinabang sa kaban ng bayan.

    How could you be Satisfied with others, does it mean to say by looking at Pnoy or Binay, there is a feeling of satisfaction…ano yan trip.
    Dapat isatisfy muna ang tiyan bago ang iba.
    Dapat ang tanong…kung busog ka ba, Okay ba ang performance ni Pnoy  or
    Kung Gutom ka okay ba ang performance ni Binay.

    The question is tricky…Performance not Satisfaction.

    Pag pabor kay Noynoy ang Survey proud na proud ang mga yellow leach pero pag kontra sa idol nila, sabihin nila nabayaran ang survey.. LOL!

    Bumaba kuno ang rating nila pero pagmalapit na election sigurado ko tataas survey ratings ng mga yan.. Strategy nila yan.

    Pag election period na kanya kanya na silang pasurvey. Syempre pabor sa kanila resulta.

    Supertyphoon Pablo should have increased the approval rating of our top officials if only they have done their obligation properly. But it seems that their response was dependent on what places were highlighted by the media like Baganga, Cateel and New Bataan when there were other places like ours were also badly hit. NGOs helped a lot in comparison to the national government and many local government units many of whom engaged in epal while distributing relief goods given by NGOs and some religious groups. Of course RH law contributed to the decrease of their approval rating not only for religious considerations where Catholics are the majority in this country but also the fact that many countries now are experiencing dwindling and ageing population which have affected their economy negatively and the RH is being pushed worlwide with special interest for the Philippines by the imperialists USA and UK. PNoy was hoodwinked by the RH lobby and if he was not able to earn a windfall from the RH lobby, less principled persons and officials enjoyed their share of the lobby.

    nagtago na naman ng kapalpakan ang SWS ? paanong magiging good si senatong tanda enrile e bukong buko ng namimigay ng pondo ng bayan sa mga katukayo niyang mga senatongs.sige pakieksplika kung sino sino ang mga tinanon sa survey baka lahat yan nabigyan ng pamasko ni amoy lupa.pangalawa si cj sereno, paano magiging pasitibo ang rating niyan? dapat diyan nasa negatibong 50 dahil walang naniniwala sa bruhang tagapagtangol ng hasyenda luisita.

    The next ‘episode’ will be interesting to see, the Enrile result and the Senate in particular, after him playing Father Xmas with public money and handing it out to his apparatchiks, who also thought it was a brilliant idea they should receive such vast amounts on account of how well they’d really worked all year and produced such fantastic results that have benefited the nation as a whole- half a million kids going to school hungry a case in point…
    As regards Aquino- who was on target for his 6% GDP growth at the time, it seemed the nation couldn’t care less about that and have rather more mundane concerns like being shot whilst shopping…..and things like that..
    These surveys I find interesting because I’ve never met anyone who was a respondent, never met anyone who knew anyone either, and have never seen a comment on any forum by a respondent either- and this last one gives no indication of the number of respondents, nor their social standing nor a margin of error.
    We can safely assume all of the respondents were unemployed because nobody employed would have the time nor the inclination to stand there answering stupid questions from some guy with a clipboard….

     Bakit ito lang ang binalita ng PDI? Dalawa yong inilabas na survey ng SWSm di ba? Mas maganda yong isa dahil 1.4 million filipinos added to those who regard themselves as poor since the last survey in August. This is the immediate effect of PNoy’s window dressed ecoanemic gain.

    Hinayaan nilang bumaba si Noynoy sa survey para abot ng +90 pagdating ng eleksiyon. Wala na akong tiwala sa SWS kalokohan lang yan. Nung nagkaproblema sa kuryente sa Mindanao dahil sa noynoying ng presidente, sa Mindanao lang tumaas ang rating ni Noynoy. Ano yun??

    Naranasan ko ma interview ng mga nag su survey. Tinatamad maghanap ng ka age bracket ko kaya nagsinungaling sa data sheet. Madaling dayain ang survey kung di nag iingat ang company.

    Maayos ang survey kung maganda sampling at walang kinikilingan ang survey firm. Kaso bukod na sa bayad ng gobyerno ang monthly survey nito, kamag-anak pa ni noynoy nasa board ng kompanya.

    SWS, gawa kaya kayo ng survey tungkol sa trust rating ng mga taong bayan sa inyo?

    Not surprising. At first people believed everything that the Aquino government was trying to portray. But after three years and seeing no results, it slowly comes to their realization that most of it were just press release, media mileage, for recognition. If only we had the Freedom of Information, these survey scores would go much lower than what they are now.
