Someone has put up a billboard at the boundary of Barangays Magay and Guimbal in Compostela town, northern Cebu to express the sentiment over the apparent delay in the construction of a road project, which is causing a bottleneck and creating clouds of dust.

The billboard has been put up in January but has so far failed to get the intended response since the project is still barely moving. Connie Fernandez-Brojan, INQUIRER VISAYAS
