Joy Perez, Norsu information officer, said this year’s Hugyawan will feature the various carnivals of the world.
“This is to show a spectacular parade of colorful costumes, festivities, humorous gimmicks and merrymaking in the streets of Dumaguete,” said Perez.
Hugyawan, a Cebuano word taken from “hugyaw” or revelry, is the annual festival held to culminate Norsu’s Founder’s Day celebration.
This year, the festival will mark the 84th Founder’s Day of the only state university in Negros Oriental.
