Former President Elpidio Quirino was born on Nov. 16, 1890. He was elected vice president on May 28, 1946, making him the last vice president of the Commonwealth. He became president of the country upon the death of then President Manuel Roxas on April 15, 1948, and became chief executive again after winning the 1949 national elections.
