Marcos reinstatement to breed culture of impunity, says Poe
The reinstatement of Supt. Marvin Marcos and 18 other policemen involved in the killing of Albuera Mayor Rolando Espinosa Sr. will encourage a culture of impunity among the police, Senator Grace Poe said on Thursday.
“(H)is reinstatement to active duty may further tarnish the PNP (Philippine National Police) as an institution that should value and uphold the rule of law in the performance of duty. Such reinstatement may just encourage a culture of impunity among the ranks,” Poe said in a statement.
“The PNP could very well carry out its duties in protecting our people without somebody like Marcos and his cohorts,” she said.
The senator reiterated that “it cannot be denied that there is probable cause that accused Marcos committed the crime.”
On Wednesday, July 13, 2017, President Duterte said he wanted the reinstatement of Marcos. A day later, Marcos is back in the service and now heads the Criminal Investigation and Detection Group-Soccsksargen (CIDG-12).

After conducting their own investigations, both the Senate and the National Bureau of Investigation (NBI) concluded that the killing was premeditated. CBB
