MANILA, Philippines – The inmate who has been holding his fellow prisoner hostage
in the Pampanga Provincial Jail early Friday appeared to be “mentally disturbed” because his family hasn’t been visiting him, Chief Superintendent Agrimero Cruz Jr., Philippine National Police spokesman, said.

Wilfredo Lorilla, 34, also known as Toto, who is armed with a bladed weapon, has been holding hostage another inmate since 1 a.m.

Cruz said Lorilla was thinking that somebody from his area in Cell 8 wanted to kill him.

Pampanga police, together with the Special Weapons and Tactics team of Pampanga, are still in the area to assist the provincial warden with the negotiations, Cruz said.
