Ex-Tuguegarao vice mayor charged for failing to liquidate advance

State prosecutors have formally charged former Tuguegarao City Vice Mayor Danilo Baccay before the Sandiganbayan for failing to liquidate his P400,000 cash advance in April 2009.

The Ombudsman’s Office of the Special Prosecutor filed one count of violation of Article 218 of the Revised Penal Code over Baccay’s failure to render accounts.

According to the case information, Baccay had received P400,000 for the codification of Tuguegarao City ordinances. The cash advance was made through a Land Bank of the Philippines check from former city council legislative staff officer Christopher Samonte.

Prosecutors said Baccay “did then and there willfully, unlawfully, and feloniously fail to render an account within the prescribed period” set by Commission on Audit Circular No. 97-002, dated Feb. 10, 1997.
