‘Pay staff right on holidays’

Labor Secretary Silvestre Bello III on Monday reminded private sector employers to observe the correct pay rules on Oct. 31 and Nov. 1 which have been declared special nonworking days.

“All Saints’ Day, or undas, is one of Filipinos’ most cherished traditions. The proper observance of pay rules and core labor standards on this special nonworking day promotes decent work, worker productivity and competitiveness,” Bello said in a statement.

Oct. 31 and Nov. 1 (All Saints Day) were declared special nonworking days by virtue of Proclamation No. 1105.

The pay rules are as follows:

• If an employee does not work, the no-work, no-pay policy shall apply unless there is a company rule, practice or agreement granting payment on a special day.

• For work done on the special day, the wage shall be an additional 30 percent of the daily rate for the first eight hours of work.

• For work done in excess of eight hours, the pay will be an additional 30 percent of the hourly rate on that day.

• For work done on a special day that is the employee’s rest day, pay shall be an additional 50 percent of the daily rate for the first eight hours of work.

• For work done in excess of eight hours during a special day that also falls on a worker’s rest day, the wage shall be an additional 30 percent of the hourly rate on that day.
