I was really planning to visit you a long time ago, kaya lang, I said because I do not want to travel around, ayaw kong mag-ikot na naka—sa land.

Just relax lang. Utusan lang ninyo ako, kaya ako nandito eh.

I’m here to visit you, to share your grief, ‘yung—unang-una, ganun talaga ang buhay. Eh, tutal wala naman tayong sisihan dito. Pumasok tayo dito, eh ganun na nga. But at the same time, I’d like to share your—whatever happiness that you have here. Nandito po ako at magpasalamat tayo kay Secretary Diokno, ibinigay niya ho lahat ang gusto ninyo na mga equipment.
Pati ho isang building na gusto na pong—hindi naman i-condemn, but it is not suitable anymore for the confinement of soldiers who are hospitalized. I’ll give you a new building tapos i-refit, ayusin ‘yung sa banyo, medyo hindi na daw maganda ang—matagal na ‘yan.
I’m sure, by the years that has passed by, it has—that building has seen a lot of waste around, so we have to condemn it first, refit then—but I’ll give you a new building para rin sa ating mga kasama.

Kaya lahat ng equipments ninyo, sabi ko sa—pinaalam ko na sa COA, sabi ko, hindi ako susunod diyan. Mag-aaway tayo diyan kasi ‘yung lowest bid is the source of corruption. Pahabulan ng presyo, sige pababaan mo ‘yung presyo mo, ‘yung iba nagpapabili ng 100, ipabili ito ng 20, eh ‘di ang bilhin mo sa akin, ‘yung made in—alam mo na. Huwag muna ngayon, kasi may alitan tayo.
Tapos sabihin ng sundalo, “sir, nasira kaagad.” Kagaya ng mga jeep ng pulis. Tingnan mo ‘yung binili nila, wala na. Sabi ko, “huwag mo akong bigyan—“ Ako, ang pulis ko doon, Isuzu and it would last for about three to five years, huwag lang ibunggo. Meron kasi itong pulis mag-drive, lasing eh. Paano, nakaparking diyan, magpatrol ‘yan, doon sa bar. Kaya ‘paglibing niya kung namatay, dalawang pamilya. Mga pulis na ito. Yan, I’ve been mayor for 23 years, huwag na lang tayo magbolahan.
It will be strictly in accordance with the law and I want it fast. So I promise to you na it should start, ‘yang building na ‘yan, two months from now at ‘yung equipments ninyo, ‘yung state of the art. Bahala na mahal, basta ayaw ko ‘yung gagamitin nasisira.
There will be changes in your internal procedure. May reklamo ng even the medicines kasi there will be changes. I will insist on it. One thing that I make clear to everybody: There will be no compromise of the lives of soldiers. Ayaw ko ‘yung itataya kong buhay ng—.
So binigay man niyo buhay ninyo, sa bayan ninyo, the least that we can do, the bayan, the country through me: we’ll give you what you want.
State of the art pati ‘yung equipments sa giyera. Hindi ako basta-basta magbili diyan sa open market. Gusto ko government to government. O kaya pakialaman ko kung magbili tayo dahil kailangan, hindi ‘yung made in ano, yung ewan ko kung—tapos palaaway pa.
Eh ganun lang, naunahan lang tayo sa—kaya huwag tayo muna maghanap ng away ngayon. Ako pa naman ang Presidente. Baka pagkatapos ko, bahala na magwala kayo.
One thing that I make clear to everybody: There will be no compromise of the lives of soldiers.
We’ll have a—kung ano lang ang dapat ibigay at tsaka kung ano lang ang karapat–dapat naman sa atin, diyan tayo. And I will—you can be sure, I will insist on it. Sorry doon maraming—you know, I have to talk to—hindi lang ako basta magdaan lang diyan, upuan ko kasama ‘yan, “Adre anong nangyari mo?”
Anyway, one of the things that you will have in the fullness of God’s time, Inshallah Inshallah is ‘yung program ninyo, mga anak ninyo, libre na ang edukasyon. Iyan ang ipinangako ko noon at gagawin kong totoo, hindi ako nangangako ng pabola-bola diyan.
I mean, I don’t need really to—why should I lie? Why should I, magbola ako, anong makuha ko diyan? Kaya matutupad ‘yan. Iyong edukasyon at I’ll work that kung may—alam mo na, the imponderables of life, hindi naman natin talaga alam kung kailan tayo. Hindi natin alam kung may tama ka, makalusot ka pa. But kung sakali man madisgrasya, I will work two or three years bago ang pension, sweldo muna. Pag kunwari ako, CAFGU lang man ako sa amin, ‘di I will continue your salary two to three years bago ang pension.
Now, itong ayaw ko sa lahat and kung may pulis dito, eh I said, magprangkahan na lang tayo dito. Gusto ko mag-create ang Armed Forces ng opisina just to make ‘yung mga pension benefits. Tatapusin na nila at sila na ang mag-prepare ng lahat. At kung mamatay ako, si Sergeant Rodrigo Duterte, huwag mo nang paikutin ‘yung biyuda pati mga anak.
Kung magbayad ako ng Armed Forces of the Philippines, kalaki-laki nitong yawa na ito, bakit ang biyuda pa? Ang sa pulis, huwag kayong magagalit pero totoo ‘yan. Magpunta pa ‘yung asawa dito, biyuda, mag-follow-up diyan sa Crame, pagkatapos ‘pag nawala na, nagastos na. Ginawa pang kabit, may anak pa.
Anyway, one of the things that you will have in the fullness of God’s time, Inshallah Inshallah is ‘yung program ninyo, mga anak ninyo, libre na ang edukasyon. Iyan ang ipinangako ko noon at gagawin kong totoo, hindi ako nangangako ng pabola-bola diyan.
Ako, hindi ako magpa-corny sa inyo ha. In love ako sa babae. Sino bang hindi? Pero ‘yang ganung klaseng style na, ayaw ko ‘yan. Ayaw ko talaga maski ‘nung mayor pa ako na may magpasok diyan, tapos you take advantage of the lady kasi naipasok mo. Prangkahan kita, huwag mong gawin ‘yan. It’s not good.
So ‘yang ano, sabihin ko sa pulis, kayo na ang mag-prepare. Nakalagay na ‘yan sa isang envelope: number of years. Akala ko ba may computer kayo? Kalaki-laki ng gastos ko diyan eh, computer, nandiyan naman lahat.
Death certificate eh kayo yung namatayan eh, ‘di i-produce ninyo ‘yan. Kung hindi naman kailangan local ano, certificate na ‘patay na si Duterte, ayan o, encounter sa Basilan’.
Tapos, patawagin na lang ang pamilya—widow, ‘yun lang. Ayaw ko ng drama na mag-ikut-ikot pa ‘yung asawa. Bakit ganun? Iyan ang ayaw ko diyan sa Crame, nagagamit pa ‘yung mga biyuda diyan eh. Iyon bang pag-uwi sa kanila either may asawa na uli o—these are the things na totally unacceptable sa akin.
Ngayon, kung ayaw ninyo maniwala, away ito, so mamili ka. But these are the things that I would never tolerate. Ako nandito with specific duty: To serve the Republic. I promised you a clean government. It will be a clean government. Talagang malinis ito.
Ganon na lang, so marami akong masagasaan along the way. Sana naman huwag kayong magalit kung tama ‘yang ginagawa natin. Eh baka magkudeta kayo tapos nawalaan ako ng trabaho. Huwag na mag-kudeta, tawagan mo lang ako sa Malacañang: “Hoy, Duterte, umalis ka diyan. Mag-take over kami.” “O, sige. ‘Di, halika kayo dito, announce ko: Mga kababayan ito ‘yung bagong mag-ano sa ating bayan, siya ang chairman, ito ang magpapadala ng gobyerno. Hala, sige. Ba-bye. Kayo na diyan. Uwi na ako.”
Pero kung—kailangan tulungan tayo dito. Malinis na gobyerno. At anong nasa inyo, aabot sa inyo ‘yan. Kung ano ‘yung dapat to the last one—
Ako, hindi masyado ako familiar sa Armed Forces pero sa Pulis, ‘yung istasyon, every month, may magdating doong liquidation. Hindi malaman ng tao kung ano i-liquidate nila. Sabi: ‘Use your ano, initiative’. Iyon ‘yung paborito noon eh—use. Iyong mga tao doon sa istasyon. Ano ito i-liquidate dito na—? Kasi hindi dumating ‘yung pera, sila pa ang mag-liquidate.
This time, I will draw a matrix of government. Kailangan ko ‘yung sabi kong intelligence fund or operation magdating talaga ‘yun doon. Kasi gusto ko pipitik ‘yun doon sa baba. May ilaw na, okay ‘yun.
Ako, I’m just about a month or so, give me time to—what about mga three to four months? Ma-perfect ko na ang makinarya ng gobyerno, then I can impose now new rules, whatever it is that would make our jobs comfortable.
But one thing is sure, sabi ko: Kung anong dapat sa inyo, nandiyan. So magsabi kanina ni General Acosta, ito, ito doon sa slides. Naiintindihan ko ‘yan sanay naman ako sa—‘yung mayor nga, alam ko ‘yung—sa amin, ako pa nagbili ng MRI eh. Kasi ‘yung gobyerno, wala, ‘yung national, CT scan. Kaya alam ko ‘yan.
Kaya I was really surprised kanina na a national government institution under the Armed Forces, wala itong mga MRI. Eh kung sa Davao, meron ‘yung mga maliliit na ospital. Anak ka—kaya ako, nakikinig lang ako kanina but I would have wanted to blurt out and say: Anong klase itong? The lives that are put at stake: in jeopardy, in danger, in peril. Tapos walang—the barest minimum of equipment.
Hindi ko lang ipinakita ‘yung ano ko, pero sabi ko ‘ah’. Kaya ‘nong sinabi, ‘Ano gusto mo? Gusto ko’, ‘sige, building, sige.’ O kaya, building, lahat. Bisaya pati na wrong, tama lang. ‘Wag mo akong bigyan na half, hindi nakumpleto, ganun eh, probinsya. Hindi lang local government, half-completed school. Ang bridge na one kilometer, nandito lang. Iyan ang nakikita natin eh.

So what is destroying our life? Droga. Hinayaan talagang mag-flower, mag-bloom. Ako noon ang favorite whipping boy. “Duterte, extrajudicial killings sa Davao kaya peaceful.” O ngayon na Presidente ako, inipit ko lahat. Pati hindi ko alam gano’n. It’s 500,000 surrenderees. Anong gawain ko diyan? Gawain kong carne norte?
Then I have to order the military, sabi ko kay Secretary of Defense: ‘You have to provide the spaces because kayo ‘yung malalaking ibinigay na gobyerno na reservations.’ I just need about one hectare there. Tutal, kukulungin mo ng high wire ‘yan. And I would build so many rehab centers all over the country. You know why? Kasi alam mo, ang shabu, take it from me: One year constant use of shabu will shrink, tutuyo ‘yung utak. So karamihan ‘yung nandiyan na tinamaan na, kita mo, tulala magsalita. You start with a normal conversation and then it would run afoul, go somewhere else. Iyong iba sila ganun, sige kitkit ng—kaya ‘yung lahat ng addict, sira ang ngipin. Wala na ‘yung kasi gini-grit ‘yan.
And it has—sabi ng PDEA (Philippine Drug Enforcement Agency), three years ago na there are three million addicts in the Philippines. That was three or two and a half years ago. Alam ninyo, nabasa ninyo ‘yan. O, so now, how many? So ilagay mo na lang incremental increase at a very conservative number, that would translate, maybe just give it another 700. 3,700,000 addicts in the Philippines. All potential criminals, every time they want a fix and they do not have the money.
Nakikita mo dito, nag-lower ang krimen. Wala naman kasing mag-hold up. Wala na mag-akyat bahay. Kasi nagtatago lahat, takot patayin. Magsabi diyan sa harap-harapan sa TV, and so?
I have a problem to solve. And the only way to do it is to—you know. Ayaw kong pumatay ng tao. We cannot build a country by killing our own citizens. Iyan ang given talaga diyan. But we cannot allow a group of men or a percentage of the civilians to destroy the youth and to destroy our country. Hindi talaga pwede sa akin ‘yan.

Kaya every military unit should have one team, hindi naman lahat, na anti-drug group at they were—ako, magle-lecture ako kung gusto ninyo. … I’ll start the lectures. Because even when I’m—ngayon nga, alam mo ngayon, I started in 1974, I was—bago akong—nag-asawa kasi ako kaagad. Kulang ‘yung pera so I had to teach sa Police Academy. I was handling criminal law, criminal evidence, pati criminal procedure. And if you just listen to me, in about one hour, you will have all the things that you would learn to be an effective policeman. There is all there, nandiyan na lahat kung makinig lang kayo.
But every unit ng Armed Forces should have one team, of course, ‘yung terrorism, drugs, pati terrorism. In the days to come, ‘yung rampaging ideology ng ISIS, dadating dito ‘yan sa atin, whether we like it or not because we have a—hindi naman lahat.
Sabi ko nga: Kayong mga Moro, ‘wag kayong mag-ano—I’m a Moro too. Pero ‘yung, itong, ‘pag hindi tayo pwedeng magka-aregluhan dito, papasok ang ISIS dito. Kaya that’s what I’m praying to God na magkausap lang tayo.
I have kept my cool despite of itong—although I lifted the truce, kasi jina-jamming naman nila tayo, but then again, I said I am not up to it, just ‘yung sagutin ko sila ng nagba-blah-blah. Hayaan ko lang muna because kung ako lang, but I carry the burden of a nation. So ang bunganga ko, ano lang talaga, pigil, until such time that I said, maybe we can reach.
Pag wala na itong giyera, marami akong maibigay sa inyo. But you know the cost of waging a war, bullets, ammo, mortar, repair, lahat ‘yan, pati magbili ng bagong state of the art, it eats a lot into the economy of the country.
Kaya ako kailangan makapag-areglo ako ng komunista. I have to deal with the MI (Moro Islamic Liberation Front), MN (Moro Nationalist Liberation Front), bago ko tirahin ‘yang— I will not talk to the Abu Sayyaf. I will not deal with criminals. I do not kill with persons with barbaric—tayo ‘pag—isang bala lang. Why do you have to show an idiotic na, ganun-ganon mo pa? Eh doon sa Cotabato, putulan ng tenga. Hindi trabaho natin. Trabaho natin, isang bala ‘pagpatay, iwanan mo na. It does not change anything if you do something else or add to—which is not needed. So ‘yun lang ang ano ko sa ’yo, kasi papalit-palit man kayo ng assignment.
Well, we will build a shop there inside that hospital that would house the new equipments. Bigyan ninyo ako ng until August, September, October, December. Pati ‘yung hospital ninyo, by December, kailangan tapos na ‘yan.
Ayaw ko ‘yung two years after matapos. Ibigay mo ang ospital, tamang building, ‘wag na ‘yung bukas-bukas. Iyong equipments, hindi ako maniwala ‘yang lowest bid, lowest bid. Lowest bid, mag-bid ang price is about one million o 100 million, iyang highway, tapos mag-lowest bid ka. Wala namang truck, wala naman tractor, wala lahat. Mag-bid, ibaba niya, ibabagsak niya ng 20. O, ‘di manalo siya. Ngayon magbigay pa rin sa mayor, magkuha pa ang COA, na pati ‘yung barangay captain, mag-certify na kumpleto ‘yung isang kilometro, gano’n lang kaiksi. Balewala ‘yan. Sige, imbestigar, imbestigar. Not this time. Hindi talaga . Lahat ng money value ng Pilipino, talagang papasok.
So I hope to see you again. I said maybe, sana maawa ang Diyos sa atin maka—andiyan na ‘yung pera, ibinigay ko na. Patitingnan ko talaga, ‘pag building, building ‘yan. ‘Wag mo akong bigyan ng, ‘yang bidding-bidding na yan, nandiyan ako. Nandiyan ako. Ako ang mag-bid para walang gulo. Ako na. Tapos—

Kailangan ko pa ng 10,000 soldiers kasi ‘yung hiningi ng Defense, ni Lorenzana 20, sabi ko hindi kita mabigyan niyan, maybe 10 na pulis. Pag nandiyan na ‘yan, in place na, pwede na akong dumiskarte, then I have the equipments. Iyan pwede na tayong ano, but I have to fortify, hindi ako pwedeng pumasok doon na bakante ito, hollow. Ilagay ko muna ‘yung ano diyan. I need about 5,000. Makaano lang ako ng mga SAF battalion, give me about 7 para i-deploy ko sa Mindanao. Pag na-deploy ko na, ready, pasok ako. But until then, medyo relax lang tayo. No need to go to war at this hour. We save our energy for a better fight. But we must have the quality in our hands.
Hindi na ako magtagal kasi pati ako walang kain. Alam ko, wala pa kayong kain. Gutom na rin ako. Alam ko gutom na kayo. Kasi sa likod naririnig ko eh. Ay susmaryosep. Alam ko ‘yan, mga lecture-lecture tapos ganun-ganon.

Guys, I’m your friend. I’m here to serve you. Huwag kayong masyadong ano. Anak lang ako ng mahirap at from the ranks rin ako kagaya ninyo, all throughout the years. Wala akong—I have nothing to tell you but with this statement: I will serve you and I will not abandon you.
