YANGON, Myanmar—Myanmar on Friday said it had freed dozens of detained activists as the fast-changing former pariah state hosts top-level international visitors, including from the European Union.

Myanmar “has granted an amnesty for 69 prisoners,” a statement from the president’s office said, adding the release was on “humanitarian grounds.”

The country has vowed to free all prisoners of conscience by the end of December.
