Aquino revamps DOF, DOE; bares new appointments

MANILA, Philippines—President Benigno Aquino III has effected a minor reorganization of his administration, with the finance and energy departments getting the biggest number of appointees in line with the government’s thrust to boost revenues this year.

Ahead of the village polls, Mr. Aquino appointed early this week executives to unfilled posts in the government from sub-Cabinet level positions to directors.

The President is precluded from making appointments next month because of the Oct. 28 barangay elections.

Appointed in the Department of Finance (DOF) were Ma. Caridad P. Manarang and Ephyro Luis B. Amatong as assistant secretaries; Deputy Treasurer Sharon P. Almanza; Kenneth V. Tanate as assistant director general of the National Economic and Development Authority; and Jose A. Nuñez Jr. as chair of Development Bank of the Philippines (DBP).

The President named eight others as members of the DBP board of directors: Gil A. Buenaventura, Jose Luis L. Vera, Alberto A. Lim, Cecilio B. Lorenzo, Daniel Y. Laogan, Vaughn F. Montes, replacing Blas James G. Viterbo; Lydia B. Echauz, replacing Juan Kevin G. Belmonte; and Reynaldo G. Geronimo, replacing Antonio Jose U. Periquet.

Mr. Aquino renewed the appointments of the members of the board of directors of the Social Security System and Government Service Insurance System (GSIS):

Juan B. Santos, Emilio S. de Quiros Jr., Eliza Bettina R. Antonino, Bienvenido E. Laguesma, Diana Pardo Aguilar and Marianita O. Mendoza.

For the GSIS board of directors, appointed were Daniel L. Lacson Jr., Robert G. Vergara, Roman Felipe S. Reyes, Gregorio T. Yu, Elisea G. Gozun (replacing Danilo Gozo), Karina Constantino-David, Mario J. Aguja, Geraldine Marie Berberabe-Martinez and Romeo M. Alip (replacing Mario L. Ramirez).

In the Department of Energy, Mr. Aquino appointed Undersecretary Raul B. Aguilos, Acting Assistant Secretary Daniel A. Ariaso Sr., and Emmanuel R. Ledesma Jr. as president and chief executive officer of the Power Sector Assets and Liabilities Management Corp., or PSALM.

The other key appointments were:

Under the Department of Tourism, Acting Assistant Secretary Arturo P. Boncato Jr., replacing Domingo Ramon C. Enerio III.

Former San Francisco Consul General Marciano A. Paynor Jr. is director general for the Asia Pacific Economic Cooperation 2015, which will be hosted by the country.

Executive director of the National Commission on Indigenous Peoples, under the Office of the Presidential Adviser on the Peace Process, is Marlea P. Muñez.

Jose Dante P. Dator is acting executive director of the National Kidney and Transplant Institute under the Department of Health.

Commissioners of the Commission on Higher Education are Minella C. Alarcon, replacing Nenalyn P. Defensor; and Alex B. Brillantes Jr., replacing Nona S. Ricafort.
