MANILA Philippines – Ombudsman Merceditas Gutierrez shed tears as employees bade her farewell during the anniversary celebration of the Office of the Ombudsman.
Employees and officials also cried as they thanked her for taking care of them, and professed their continued belief in her innocence and competence as Ombudsman.
