Rabusa hits Ombudsman’s dismissal of plunder case vs ex-AFP generals, ranking officers

MANILA, Philippines—Army Colonel George Rabusa expressed disgust on the Ombudsman’s decision dismissing the plunder complaint against former military generals and other ranking officers over alleged misspent P2.3 billion military fund.

“I am disgusted. The [Ombudsman] resolution said I failed to prove that there was conversion. What else do they want,” Rabusa told reporters after a meeting with Justice Secretary Leila De Lima.

Early this month, the Ombudsman, in a resolution said they found no probable cause to warrant the filing of criminal charges against retired Armed Forces chiefs of staffs Generals Diomedio Villanueva, Roy Cimatu and Efren Abu and Major Generals Carlos Garcia and Jacinto Ligot.

The Ombudsman said while Rabusa claimed he gave money to the officials, “the source of the money is not supported by documentary evidence which would show that the money came from converted funds.”

“I have presented truckloads of documents and a Senate hearing was even conducted on this. I think that is enough to prove my allegations,” Rabusa said.

Rabusa said they will file a motion for reconsideration with the Office of the Ombudsman to seek a reversal of its ruling.
