Traffic enforcer files grave threat case vs cop in Caloocan City

MANILA, Philippines—A traffic officer has filed a grave threats complaint against a Caloocan City policeman with the Quezon City prosecutor’s office, accusing the cop of attacking him and cocking his pistol at him while he was directing traffic flow at a Novaliches intersection.

Police Officer 2 Jonathan Aggalao, 35, assigned with the Caloocan City West Grace Park substation, of Barangay (village) Sta. Lucia in Novaliches, apparently held a grudge against the Quezon City department of public order and safety (DPOS) member who flagged him down for a traffic violation last week.

A motorcycle-riding Aggalao allegedly kicked the thigh of DPOS man Alfredo Roldan Jr., 42, of Rodriguez town in Rizal Province, before pointing his 9mm pistol at the traffic enforcer.

Reports from the Quezon City Police District Criminal Investigation and Detection Unit (QCPD-CIDU) revealed that the incident happened at around 9:30 a.m. Tuesday at the corner of Quirino Highway and Kingspoint Street in Barangay Bagbag.

In his complaint, Roldan said that he was manning traffic at the intersection when a motorcycle stopped near him. He claimed Aggalao got off the motorbike and suddenly kicked him on the left thigh.

“After he (Aggalao) kicked me he drew his pistol, cocked it and aimed the gun at me,” the DPOS member said and added that a QCPD patrol car QC-153 of the Novaliches police station happened to be passing at that time, prompting him to seek help.

Patrollers Police Officer 3 Oliver Sevilla and Police Officer 2 Jimmy De Jesus accosted Aggalao and disarmed him of his service pistol before bringing him to the QCPD Novaliches station. The Caloocan City policeman was subsequently turned over to the QCPD-CIDU for further investigation.

QCPD-CIDU investigators learned that Roldan flagged down Aggalao for driving a motorcycle without side mirrors, last Thursday. The two men argued over the violation. But the traffic enforcer decided not to issue a traffic citation against the policeman.
