COTABATO CITY—At least 18 projects funded by foreign loans suffered delays that cost P300,000 in one beneficiary province alone, according to an official of the autonomous region agency that is monitoring the projects.

Abba Kuaman, head of the Autonomous Region in Muslim Mindanao (ARMM) Social Fund Project, said the projects suffered “minor hitches” that caused delays worth at least P300,000 in Maguindanao alone.

The delays in the completion of the projects, which are designed to empower poor communities in ARMM, are caused by such mistakes as absence of signs and finishing touches.

Kuaman said local government units that would benefit from the projects vowed to help finish the projects.
