Commission on Elections (Comelec) chairman Sixto Brillantes Jr. on Thursday disputed reports that the source code for precinct count optical scan (PCOS) machines to be used in the 2013 elections had not been certified.

Brillantes said that Smartmatic president Cesar Flores had informed him that  a certification had already been issued by SLI Global for the PCOS machines source code.

“There is already a certification. Cesar said it’s there. So, there is no more problem,” Brillantes said in an interview.

“Actually, this is a big complication (but) there is already a certification until the 2011 enhancements. We are still asking for additional enhancements (for 2013), but we might not get those,” he said.

Under the law, the source code or program to be used by the PCOS machines should be certified by a third party of computer experts.

The Comelec had designated the firm SLI Global to review the source code but its certification could not be released because Smartmatic had a falling out with its erstwhile corporate partner Dominion Voting System, whose approval is needed before the code could be released.
