DSWD allocates P790M for climate-resilient communities in Quezon

LUCENA CITY, Quezon – The Department of Social Welfare and Development (DSWD) has earmarked P790 million for a program to build climate-resilient communities in 13 municipalities in Quezon province.

The funding will support the implementation of the Panahon ng Pagkilos: Philippine Community Resilience Project (PCRP), a five-year initiative under a new modality of the DSWD’s Kapit-Bisig Laban sa Kahirapan–Comprehensive and Integrated Delivery of Social Services (Kalahi-CIDSS), according to a report released Wednesday by DSWD Region IV-A.

Kalahi-CIDSS is one of the government’s flagship poverty alleviation programs and uses the community-driven development (CDD) approach, a strategy widely recognized for improving service delivery, reducing poverty, and promoting good governance.

“The project aims to help communities reduce agricultural and fishery losses, improve income, and strengthen their capacity to address climate-related challenges independently,” DSWD Regon IV-A said.

This year, the PCRP will be implemented in the island municipalities of Burdeos, Panukulan, Patnanungan, and Polillo, as well as in the towns of Atimonan, Infanta, San Francisco, and San Andres.

Each participating municipality is expected to receive at least P50 million worth of community-driven projects, along with various capability-building activities for residents.

The DSWD said five additional municipalities in Quezon are expected to be included in the program next year.

The agency added that the funding may be used for climate-resilient infrastructure and livelihood support projects, including farm-to-market roads, flood control and irrigation systems, post-harvest facilities, evacuation centers, and coastal protection measures.

These projects will be implemented through the Kalahi-CIDSS community-driven development approach, which actively involves residents in all phases of project implementation—from planning and decision-making to operation and maintenance.
