LIST: Wanted individuals in other high-profile cases
MANILA, Philippines — Last Monday, Sen. Jinggoy Estrada said he was surrendering to the Philippine National Police (PNP) after the Sandiganbayan ordered him arrested over his alleged involvement in the flood control corruption scandal.
In a statement on Tuesday, PNP chief Gen. Jose Melencio Nartatez Jr. lauded Estrada’s move to submit himself to the police, saying: “The smooth transition was a stark contrast to other high-profile fugitives who chose to evade authorities and hide from the law instead of facing the judicial system.”
Several individuals in other high-profile cases remain at large. Below are some of them:

Rafael Dumlao
Former police officer Rafael Dumlao is wanted over the 2016 killing of Korean trader Jee Ick-joo.
Jee was reportedly strangled inside his car parked at the PNP headquarters in Camp Crame.
His remains were cremated and his ashes flushed down a toilet.
Dumlao was initially acquitted by an Angeles City court in June 2023, but the Court of Appeals overturned the acquittal in July 2024 for “grave abuse of discretion,” finding the former police officer guilty of kidnapping and killing Jee.
In May 2025, then-Executive Secretary and Presidential Anti-Organized Crime Commission (PAOCC) chairperson Lucas Bersamin ordered an intensified manhunt for Dumlao after meeting with representatives of the Korean community.
PAOCC also offered a P1-million reward for information that will lead to Dumlao’s arrest.
Last May, Interior Secretary Jonvic Remulla said the International Criminal Police Organization (Interpol) issued a red notice for Dumlao.
An Interpol red notice is a request to all law enforcement agencies worldwide to “locate and provisionally arrest a person pending extradition, surrender, or similar legal action.”

Gerald Bantag
Former Bureau of Corrections (BuCor) chief Gerald Bantag is wanted over the 2022 killing of broadcaster Percy Lapid.
Lapid was ambushed in front of a subdivision in Las Piñas City.
Bantag is accused of masterminding the killing.
In 2023, the Department of Justice and the National Bureau of Investigation offered a P2-million reward for any information that would lead to Bantag’s arrest.
Last February, despite speculation that Bantag was hiding in the Cordillera Administrative Region, its regional police chief, Brig. Gen. Ericson Dilag said it has yet to receive verified information on the ex-BuCor chief’s location.
Remulla said Interpol also issued a red notice for Bantag.

Zaldy Co
Former House of Representatives appropriations committee chairperson and resigned Ako Bicol party-list Rep. Zaldy Co is wanted over graft and malversation cases in connection with an allegedly anomalous flood control project in Oriental Mindoro
Co is believed to be out of the country since the flood control scandal broke out last year.
According to Remulla, Co is supposedly hiding in a gated community in Portugal.
A filing from Co’s camp to the Supreme Court showed that he had appeared before a notary public in Sweden last January.
Then, last April, President Ferdinand Marcos Jr. confirmed that Co had been arrested in the Czech Republic for allegedly travelling without sufficient documents.
Later that month, Justice Secretary Fredderick Vida announced that Co had been let go by Czech authorities.
In late April, Malacañang said Co was in France to seek asylum.

Atong Ang
Gambling tycoon Atong Ang is wanted over kidnapping charges in connection with the reported kidnapping and killing of at least 34 cockfighting aficionados (sabungeros) who allegedly cheated in his games between 2021 and 2022.
In an interview with GMA News in June 2025, whistleblower Julie Patidongan, also known as Totoy or Dondon, accused Ang of masterminding the killings.
Ang, however, denied the allegations against him, accusing Patidongan of extorting him in exchange for not being implicated in the sabungero case and filing complaints against the whistleblower last July.
Courts in Laguna and Batangas ordered Ang and 20 of his co-accused arrested.
He was nowhere to be found despite hundreds of raids and remained the sole accused in the sabungeros case at large.
According to Remulla, last April, Criminal Investigation and Detection Group (CIDG) operatives got a tip that Ang was at a house in Cavite, but they failed to find him and missed him by a day.
The Department of the Interior and Local Government (DILG) initially offered a P10-million for Ang’s arrest last January but raised it to P20 million last February.
Remulla also previously bared that Interpol issued a red notice for Ang.

Ronald dela Rosa
Former PNP chief and Sen. Ronald “Bato” dela Rosa is wanted by the International Criminal Court (ICC) over his alleged participation in former President Rodrigo Duterte’s war on drugs, which killed up to 30,000 people, according to human rights groups.
Last November, Ombudsman Jesus Crispin Remulla bared that the ICC had issued a warrant to arrest dela Rosa, but the global tribunal did not publicly confirm it at the time.
Dela Rosa then went into hiding.
Last January, Secretary Remulla claimed dela Rosa was tracked in Davao City.
On May 11, dela Rosa resurfaced at the Senate partly to vote for Sen. Alan Peter Cayetano to replace Sen. Vicente “Tito” Sotto III as Senate president.
When dela Rosa resurfaced, National Bureau of Investigation (NBI) agents attempted but failed to arrest him over the ICC warrant.
Hours afterward, the ICC publicly confirmed its warrant for dela Rosa.
However, the Senate took dela Rosa into its “protective custody.”
After a shooting incident at the Senate amid speculation that government agents were moving to arrest him, dela Rosa left the chamber with Sen. Robin Padilla in the early hours of May 14.
Padilla claimed dela Rosa only “hitched” a ride and that he dropped him off in Makati City without asking where he went.
Multiple operations have since been lodged by NBI and CIDG agents in several locations, including two in Parañaque City and one each in Bulacan and Pampanga, but all have failed to find him. /mr
