LTO extends license, registration validity by 3 months

MANILA, Philippines — The Land Transportation Office (LTO) has extended by three months the validity of licenses and registrations expiring starting April 2026 and waived penalties for late renewal during the extension period.

The directive covers driver’s licenses, conductor’s licenses, student permits and motor vehicle registrations, according to the LTO.

During the three-month extension period, surcharges, penalties and fines for late renewal of these documents will be waived.

The LTO said the measure seeks to ease the burden on motorists amid rising fuel prices and the increasing cost of basic commodities, while giving them more time to comply without additional economic strain.

The agency released Memorandum Circular No. XVL-2026-5048 on Thursday, April 16, pursuant to the Department of Transportation’s issuance dated April 14.

The adjustment also followed the directive of President Ferdinand Marcos Jr. in response to the declaration of a state of national energy emergency.

The Department of Transportation also directed all concerned offices to ensure uniform enforcement of the circular nationwide and to take steps needed to manage transaction volume and maintain public service standards.

The directive was issued in line with reduced work schedules and the anticipated increase in transaction volume immediately after the observance. /dm
