Senate bill protecting persons with autism passes 2nd reading

MANILA, Philippines — The Senate approved on second reading a bill aimed at protecting the rights of persons with Autism Spectrum Disorder (ASD).
Under Committee Report No. 28, Senate Bill No. 1822, or the “National Autism Care, Support, and Inclusion Act,” was approved during the plenary session on Tuesday.
The bill was submitted jointly by the Committees on Health and Demography; Women, Children, Family Relations, and Gender Equality; Finance; and Ways and Means, and was sponsored by Sen. Risa Hontiveros.
The bill mandates the State “to recognize persons with Autism Spectrum Disorder (ASD) as persons with disability, to protect and uphold their rights, dignity, and inherent worth, and promote their full inclusion, participation, and well-being in society.”

This is through programs that support people with ASD against prejudice and promote independence, as well as programs that make detection and screening accessible.
Once passed into law, a National Plan of Action for Autism Spectrum Disorder will be established, containing policies and services that make screening, intervention, healthcare, education, social support, and employment inclusive and accessible.
These programs include ASD diagnostic protocols in all key health systems, public access to intervention and therapy for those with ASD, and the integration of ASD into social aid and community-based programs.
Furthermore, the act directs the promotion of inclusivity not only in the education sector but also in employment through equal opportunities, support, and training programs.
