Bebinca’s trough, monsoon to dump rain over most of PH Sept 13
MANILA, Philippines — Rains could be expected to occur Friday as the southwest monsoon and trough of Severe Tropical Storm Bebinca continued to affect most of the country.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said Mimaropa, Western Visayas, Negros Occidental, and Mindanao are likely to experience rainy weather conditions due to the southwest monsoon, locally termed habagat.
The same weather system would cause overcast skies with scattered to widespread rains and thunderstorms in the Bicol Region, the southern portion of Quezon, Batangas, and the rest of Visayas.

Meanwhile, cloudy skies with scattered rains and thunderstorms could be anticipated in Metro Manila and the rest of Luzon due to the trough or extension of Bebinca, which was still outside of the Philippine area of responsibility as of 3 a.m. on September 13, according to Pagasa weather specialist Benison Estareja.
