NBI urged to probe 2016 killing of 3 Chinese inmates

MANILA, Philippines — The House of Representatives quad-committee is urging the National Bureau of Investigation (NBI) to investigate the killing of three Chinese in the Davao Penal and Prison Farm (DPPF) in 2016.

During the quad-committee’s fifth hearing, Antipolo 2nd District Rep. Romeo Acop made the motion, which was seconded and approved by the panel’s chair and Surigao del Norte 2nd District Robert Ace Barbers.

“The NBI should conduct an investigation and get all the pieces of evidence and documents given to this committee so that they can file the necessary charges against those people who should be charged because of this crime,” Acop said.

Earlier, the quad panel also directed its committee secretary to gather records of calls and texts between former policeman Jimmy Fortaleza and former Police Colonel and ex-Philippine Charity Sweepstakes Office General Manager Royina Garma.

The two were likewise linked to the killing of the three Chinese identified as Chu Kin Tung, Jackson Lee, and Peter Wang.

Previous hearings revealed that the three were reportedly killed on the orders of Senior Police Officer (SPO) 4 Arthur Narsolis, according to quad-committee witnesses Leopoldo Tan and Fernando Magdadaro.

Former DPPF Head Senior Supt. Gerardo Padilla also admitted to receiving orders about not interfering with an “operation,” which reportedly came from Garma.

Copies of Padilla’s affidavit also showed that Garma purportedly threatened to harm his family if he would not cooperate in the killing of the three Chinese serving prison time at the Davao Penal Farm for drug-related cases.

In Thursday’s hearing, Garma admitted that she had a relationship with Narsolis in 2016.
