CHR deploys team to probe killing of Pampanga village chairman

The Commission on Human Rights (CHR) has deployed a team to investigate the circumstances surrounding the killing of a barangay captain in Arayat, Pampanga, last August 11.

MANILA, Philippines — The Commission on Human Rights (CHR) has deployed a team to investigate the circumstances surrounding the killing of a barangay captain in Arayat, Pampanga, last August 11.

Based on previous reports, 57-year-old barangay captain of Laquios identified as Norberto Lumbang, was killed by a rifle-wielding man inside the village hall.

Police said Lumbang – who intends to run for vice mayor in the 2025 polls — was shot in different parts of his body several times. Investigation showed that the gunman was among the four men riding a black vehicle, which stopped in front of the barangay hall.

“CHR denounces all acts which impede upon every person’s right to life. Given the upcoming 2025 midterm elections, these acts of violence against officials will also impact the safe environment for every Filipino voter and their right to freely participate in electoral processes,” the commission said in a statement on Thursday.

“Not only do these instill fear amongst constituents, but also send a threat amongst local leaders and candidates seeking to serve the public,” it added.

CHR pointed out that similar incidents involving local officials affect the delivery of service in various communities.

In line with this, CHR to ensure that justice will be served to the victims’ families, adding that the public should remain vigilant and report those involved in suspicious activities in their respective communities.

“We recognize the prompt investigation currently being carried out by the Philippine National Police Central Luzon, alongside the swift formation of a Special Investigation Task Group Lumbang in order to focus on the incident and to ascertain the identities of the suspects,” the commission said.
