MANILA, Philippines — Class suspensions were imposed in several schools in Metro Manila and Cavite amid stormy weather due to Typhoon Carina (international name: Gaemi).
In the capital city of Manila, Mayor Honey Lacuna suspended face-to-face elementary and high school classes for private schools due to the Yellow Rainfall Warning issued by the state weather agency.
San Juan City Mayor Francis Zamora also ordered the suspension of classes at all levels for both public and private schools in his jurisdiction to ensure the safety of students.
Malabon City likewise suspended classes at all levels due to the effects of the southwest monsoon and high tide.
Navotas City Mayor John Rey Tiangco directed class suspensions from pre-school to college for both public and private schools, citing the recommendation of the City Disaster Risk Reduction and Management Office as the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) raised Yellow Rainfall Warning in Metro Manila.
He even noted that the local government expected a two-meter rise in seawater around Navotas before noon Tuesday as Carina enhanced the southwest monsoon, locally termed habagat, which is anticipated to bring rain in the capital region throughout the day.

Mayor Dale Gonzalo “Along” Malapitan declared class suspensions at all levels for public and private schools in Caloocan City due to inclement weather.
Cavite Gov. Jonvic Remulla also announced via X (formerly Twitter) class suspensions at all levels for public and private schools in the province because of the rains.
Based on Pagasa’s early Tuesday morning bulletin, Typhoon Carina-boosted southwest monsoon may bring moderate to intense rainfall in many areas of Luzon’s western portion.
Pagasa even hoisted Tropical Cyclone Wind Signal No. 1 in 10 areas of Luzon on Tuesday, as Carina kept its strength while crossing extreme Northern Luzon and moving toward Taiwan.
The 10 areas under Tropical Cyclone Wind Signal No. 1 are:
- Batanes
- Babuyan Islands
- Northern and eastern portions of mainland Cagayan (Santa Ana, Gattaran, Baggao, Peñablanca, Lal-Lo, Gonzaga, Buguey, Santa Teresita, Aparri, Camalaniugan, Ballesteros, Allacapan, Abulug, Pamplona, Claveria, Sanchez-Mira, Santa Praxedes, Lasam, Alcala)
- Eastern portion of Isabela (Divilacan, Palanan, Maconacon, Dinapigue, Tumauini, Ilagan City, San Mariano, Cabagan, San Pablo, Santa Maria)
- Northern portion of Apayao (Calanasan, Luna, Pudtol, Flora, Santa Marcela)
- Northern portion of Ilocos Norte (Pagudpud, Bangui, Adams, Dumalneg, Burgos, Vintar)
- Northern portion of Aurora (Dilasag, Casiguran)
- Polillo Islands
- Calaguas Islands
- Northern portion of Catanduanes (Pandan, Bagamanoc, Panganiban, Viga, Gigmoto, Caramoran)
Pagasa said Carina was last spotted 380 kilometers east northeast of Tuguegarao City, Cagayan, packing maximum sustained winds of 130 kilometers per hour (kph) near the center and gustiness of up to 160 kph.
