11 colorum PUVs caught; drivers, operators face P11 million in fines

MANILA, Philippines — Drivers and operators of colorum public utility vehicles (PUVs) caught in the first 10 days of November will have to pay a total of P11 million in fines, the Department of Transportation (DOTr) said.

Colorum vehicles, as defined by the DOTr in Joint Administrative Order No. 2014-01, operate as PUVs without the proper authorization from the Land Transportation Franchising and Regulatory Board.

According to the transportation department on Monday, from November 1 to 10, 11 buses and three vans were impounded in the crackdown.

The operations were conducted by operatives of the Special Action and Intelligence Committee on Transportation (SAICT) in cooperation with the Philippine Coast Guard, the DOTr said.

The department noted that upon the order of Transportation Secretary Jaime Bautista, and for the welfare and safety of all road users, the campaign against colorum PUVs was intensified.

The DOTr said SAICT was recently launched and strengthened through Department Order No. 2023-020.

The department also said that the total amount of fines imposed on colorum PUV drivers and operators is expected to increase in the coming days and before the end of the month.
