MANILA, Philippines — The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) on Tuesday said it is monitoring a cloud cluster inside the country’s area of responsibility, adding that it may develop into a low-pressure area (LPA) within 48 hours.

Pagasa weather specialist Chenel Dominguez, in a phone interview, told INQUIRER.net that the cloud cluster was spotted east of Luzon. According to Dominguez, they are not ruling out the possibility of this cloud cluster becoming an LPA on Tuesday or Wednesday.
