Lawmaker wants Congress to have its own police force

MANILA, Philippines — Probinsyano Ako Rep. Rudys Caesar Fariñas I is pushing for the creation of a police force that is dedicated to ensuring the safety of all members of Congress, as well as protecting the properties of both chambers.
has filed House Bill (HB) No. 6253, which seeks to establish the Philippine Legislative Police (PLP).
His measure is a refiled version of HB 6208 filed in the 17th Congress by his father, former Ilocos Rep. Rodolfo Fariñas.
In the bill’s explanatory note, Fariñas said Congress relies on law enforcement agencies under the executive branch to enforce and execute its contempt orders and arrest warrants.
“As such, Congress is helpless to do anything if the Philippine National Police and other law enforcement agencies, which Congress has commissioned to enforce and execute its orders, are negligent of their assigned duties,” the lawmaker said.
Article continues after this advertisementHe added: “The reliance of Congress on the law enforcement agencies of the executive department in the protection of its members and the enforcement and execution of its powers impair, to a large extent, the independence of Congress from the executive department.”
Article continues after this advertisementHB 6253 proposes the creation of a PLP under Congress’ control and supervision, which will be primarily tasked to protect Congress’ members and its properties.
The PLP will also be tasked to maintain peace and order, conduct patrol, communications and intelligence gathering, prevent crimes and arrest criminal offenders within the jurisdiction of Congress, and serve subpoenas and warrants that Congress may issue.
