SUV driver in hit-and-run: License revoked, banned for life

MANILA, Philippines — The Land Transportation Office (LTO) on Monday revoked the license of the driver and owner of the vehicle in the hit-and-run of a security guard in Mandaluyong City last week for failing to show up in hearings despite summons, and after finding that he has records of reckless driving in the past years.

The LTO identified the suspect as Jose Antonio Sanvicente, who was also placed on preventive suspension for 90 days. His motor vehicle was also placed under alarm, “preventing him to conduct any and all transactions with the LTO while under investigation.”

This was because of his failure to show up for the two show-cause orders released by the LTO Intelligence and Investigation Division on him, directing him to show up at the agency’s office last week to explain his actions when he bumped and ran over security guard Christian Joseph Floralde who was directing traffic along Julia Vargas Avenue and St. Francis Street.

After that, Sanvicente, who was driving a Toyota RAV4, sped away from the scene, although authorities caught his license plate number.

The first show-cause order was issued on June 6 and was received by Sanvicente’s father. The second and final order was issued the day after and was received by a helper in the afternoon.

Sanvicente was also found liable for reckless driving and for violating a provision under Republic Act No. 4136, or the Land Transportation and Traffic Code, when he abandoned the scene and the victim.

But for the LTO, their system revealed that Sanvicente already had three records of reckless driving in 2010, 2015 and 2016, “showing a history of his reckless behavior on the road.”

“Together with his disregard for the authority of the Land Transportation Office, his acts are considered unacceptable behaviors of a driver,” the LTO said in a statement.

The agency added that Sanvicente’s actions were “tantamount to the acts of an improper person to operate a motor vehicle” pursuant to the Land Transportation and Traffic Code.

Sanvicente was also “perpetually disqualified” from securing a driver’s license and driving a motor vehicle in the future, according to the LTO.
