COA flags MinDA for missing vouchers
The Mindanao Development Authority (MinDA) failed to submit hundreds of disbursement vouchers and their supporting documents from January 2018 to December 2020 totaling P74.5 million, according to the Commission on Audit (COA). In its 2020 audit report, the COA said the MinDA did not submit 472 vouchers amounting to P74,455,595.94, thus “rendering doubt on the regularity, validity, propriety and completeness of the agency’s financial transactions and reports.” In 2020 alone, the COA said the MinDA did not submit 451 disbursement vouchers totaling P74,082,746.61. The COA said the MinDA assured them that the lacking disbursement vouchers would be “submitted soonest” but state auditors have yet to receive the vouchers. According to the COA, the MinDA explained that official receipts were still being reproduced for the cashier’s copy, which usually takes time before forwarding the documents to the agency. —NESTOR CORRALES
