Cagayan flooded anew as amihan, LPA bring rains to Luzon
MANILA, Philippines — Roads and residential areas in the province of Cagayan have been flooded again as the combined effects of the northeast monsoon and the low-pressure area (LPA) dumped rain over a huge part of Luzon.
Photos shared by the Cagayan provincial government’s Public Information Office (PIO) showed the flooded Annafunan East Provincial Road on Sunday afternoon, making it impassable for most vehicles.

The Cagayan PIO also reminded residents that one of Magat Dam’s floodgates was opened to prevent water levels from reaching the critical and spilling point.
As of 4:00 p.m., the National Disaster Risk Reduction and Management Office and the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said the LPA is located 40 kilometers east of Infanta, Quezon.
Earlier, Pagasa said a huge part of the country, not only Luzon, will experience rain due to the northeast monsoon and the two LPAs.
