BACOLOD CITY –– The husband of the Bacoleña, who was recently killed in the United States, was arrested by the Fort Lupton Police Department.

The police arrested Joseph Allan Garza, 37, of Fort Lupton, Colorado for allegedly killing 27-year-old Russcel Recelistino on November 27 in a domestic violence-related incident.

Cely has sought the help of the Department of Foreign Affairs and the Negros Occidental provincial government for the recovery of her daughter’s remains.

“I want to see my daughter one last time,” said Cely, a retired Negros Occidental provincial government cashier.

Recelistino was a human resource management graduate of La Consolacion College in Bacolod City. She went to the United States for on-the-job training in Minnesota in 2015 and later moved to Colorado, where she met her husband.
