LTFRB allows pets in PUVs

MANILA, Philippines – Pets can now accompany their owners in public utility vehicles (PUVs) following a memorandum circular issued by the Land Transportation Franchising and Regulatory Board (LTFRB).

Under Memorandum Circular No. 2019-019 dated April 15 and publicized on Friday, the LTFRB now allows pets in PUVs.

The memo noted that due to appeals made by groups of pet owners and lovers, the LTFRB revisited the existing policy under Memorandum Circular 2011-004 and “harmonize it with the provisions enshrined” under the Animal Welfare Act.

The LTFRB likewise reminded the public that should there be other passengers inside the PUV, their pet animals should be put inside carriers or cages and placed at a designated animal compartment of the vehicle.

“If there are no other passengers, pets may be allowed to be carried by the owner as long as said animals are free from foul odor and that the owner maintains cleanliness and sanitation,” the memo read.

“The possessor or pet owner shall be responsible for the damage that the pet may cause, including the cleaning and sanitation of the PUV, as may be necessary,” it added.

The LTFRB further said that the “safety, convenience and comfort of the passengers shall not in any way be sacrificed.” /gsg
