The Consultative Committee (Con-com) will submit to President Rodrigo Duterte the complete draft of a new federal constitution on July 9 in time for his third State of the Nation Address (Sona).
Con-com spokesman Ding Generoso said there were only three remaining articles being finalized by the committee — “Federated Regions,” “Transitory Provisions” and “Amendments.”

“Con-com is on track to submit the adopted draft on July 9 in time for the Sona,” Generoso told reporters in a briefing at the Philippine International Convention Center (PICC).
The complete articles of the draft federal Charter were now being refined, edited for style, and proofread for consistency, he also said.
“Con-com hopes to vote on the entire draft constitution in one en banc session next week, tentatively on June 14, before the end of Ramadan,” Generoso added.
Duterte created the Con-com to review the 1987 Constitution and draw proposed provisions for a new Charter under a federal form of government.
The Con-com, composed of 22 members appointed by the President, started convening mid-February to revise provisions under the prevailing 1987 Constitution and draft new articles under a federal Charter.
Transitioning from a unitary form of government to a federal republic was one of the campaign promises made by Duterte during the 2016 presidential elections. /kga
