The National Bureau of Investigation (NBI) was created by Commonwealth Act No. 181 on Nov. 13, 1936. A brainchild of former President Manuel L. Quezon and former Justice Secretary Jose Yulo, it was originally called the Division of Investigation and was reorganized into the Bureau of Investigation in 1947.
