The National Bureau of Investigation on Wednesday filed a plunder complaint against former Public Works Secretary Rogelio Singson and 20 others in the Office of the Ombudsman for their alleged involvement in the P255-million road right-of-way anomaly in General Santos City.
The NBI said Singson was charged because he wrote the letter, dated Dec. 23, 2013, requesting the Department of Budget and Management to release the “funds for the payment of the outstanding claims” of nine claimants in General Santos.
The NBI’s probe, however, showed that all nine claimants were nonexistent.
Charged with Singson were:
- Siniloan Macarambon, DPWH regional director
- David Padlan, planning and design division chief
- Hadji Ibrahim Marohom, finance division chief
- Faisal Padate, chief of legal division
- Tomas Rodriguez, assistant regional director
- Reynaldo Tamayo, former regional director
- Laureano Suan Jr., former assistant director
- Julieta Marundan, chief of finance division
- Noraisa Abdulallah
- Nassef Papandayan
- Subair Diron
- Israel Balolong
- Roger Oducayen
- Edgar Pampanga
- Carmencita Eden Talub
