Solicitor General Jose Calida has taunted the members of the House Makabayan bloc for citing “lack of quorum” in their petition to nullify Republic Act 10963 or the Tax Reform for Advancement and Inclusion (TRAIN Law).
“‘Lack of quorum of Congress,’ is that all you have to nullify the TRAIN Law? Thank you, your Honors, for making my job easier,” Calida said in his twitter account.

Petitioners ACT Teachers Representative Antonio Tinio, Bayan Muna Representative Carlos Isagani Zarate, Anakpawis Representative Ariel “Ka Ayik” Casilao and the National Union of Peoples’ Lawyers (NUPL) filed the petition at the Supreme Court saying the passage of the TRAIN Law was railroaded in Congress.
The Makabayan lawmakers added that since Congress did not follow the procedure required under the law, President Rodrigo Duterte should not have signed the tax reform bill into law. /jpv
