Days before the resumption of session, Speaker Pantaleon Alvarez on Wednesday set the ball rolling for the planned shift to federalism with a speech rallying his constituents in Davao del Norte to support the amendment of the Constitution.
“This year, 2018, we will revise our Constitution for a shift to a federal form of government. Let us unite and support this initiative of the President,” Alvarez told supporters, friends, allies and well-wishers at New Tagum City Hall.
Clad in shorts and a floral shirt, Alvarez marked his 60th birthday by making a pitch for the shift to federalism, one of the campaign promises of his bosom buddy, President Duterte.
The federalism plan is the top priority of the House of Representatives this year.
Congress resumes session on Jan. 15 after a monthlong recess.
