With Angkas shuttering its operations in Metro Manila effective this Saturday, November 18, the Land Transportation Franchising and Regulatory Board (LTFRB) has teamed up with the Department of Labor and Employment (DOLE) to provide livelihood opportunities for drivers who might find themselves without a job.
LTFRB board member Aileen Lizada said that next month they would hold a dialogue with the drivers of the app-based transport service as well as habal-habal drivers to discuss transport issues with them. A job fair will also be hosted by the agency, in partnership with DOLE.
Among the jobs to be offered are those in the delivery service, such as food and courier.
Earlier this month, the LTFRB and Makati local government closed down Angkas’ office in the city for its failure to show proof that it has the necessary permits to operate.
The LTFRB warned Angkas as early as January this year that their operation is considered “colorum,” since they do not have the necessary franchise to operate. Angkas does not fall under the transport network company category, since the LTFRB could not issue franchises to two-wheeled vehicles.
Lizada had said that under Republic Act No. 4136, or the “Land Transportation and Traffic Code,” motorcycles could not be used to transport passengers for a fee. She noted that if Angkas wants to operate legally, they should first seek Congress to review the law.
