MANILA, Philippines — The whole country will experience mostly cloudy skies with scattered rainshowers and thunderstorms and widespread rains due to a low pressure area northeast of Surigao City, the Philippine Atmospheric Geophyical and Astronomical Services Administration said Tuesday.

The LPA, 95 kilometers northeast of Surigao City, is expected to greatly affect  Eastern Luzon, Eastern Visayas and Western Mindanao, prompting Pagasa to warn against flashfloods and landslides.

Moderate to strong winds blowing from the northeast will prevail over Luzon and Visayas and its coastal waters will be moderate to rough. Winds will be light to moderate coming from the southwest to southeast over Mindanao with slight to moderate seas, Pagasa said in its 2 a.m. bulletin. Kate Evangelista
