The subprovince of Quirino was separated from Nueva Vizcaya province to become a new province by virtue of Republic Act No. 6394. The population of Quirino, which is made up of six towns, in 2015 was 24,501.

Ilocano farmers raided the Spanish headquarters in Piddig, Ilocos Norte province, to protest the monopoly of “basi,” a native wine made of fermented sugarcane juice. The uprising, which lasted for two weeks, is known as the Basi Revolt. A series of paintings by Vigan Artist Esteban Villanueva depicting the Basi Revolt has been declared National Cultural Treasure.
