The National Bureau of Investigation on Thursday recommended murder charges against four Caloocan City police officers for the death of student Kian delos Santos, whose killing during an antidrug operation triggered public outrage.
In a letter to Department of Justice Prosecutor General Severino Gana, NBI Director Dante Giera said Chief Insp. Amor Cerilo, PO3 Arnel Oares, PO1 Jeremias Pereda and PO1 Jerwin Cruz should also be charged with violation of domicile and planting of evidence.
The report said Delos Santos, 17, was arrested on Aug. 16 without any warrant.
“Instead of bringing their victim to their police station, the police operatives dragged the victim to an area near the Tullahan River where he was mercilessly killed/liquidated,” the NBI said.
