The town of Baguio in Benguet province became a city by virtue of Act No. 1963. The American colonial government commissioned American architect Daniel Burnham to plan for a community hill station or resort-like sanitarium atop the cool mountains of Benguet that would serve as the refuge of American soldiers and employees from the heat in the lowlands. The initial design envisioned a city for about 30,000 people. As of 2015, Baguio City has a population of 345,366. Tourist arrivals in the city reached to nearly a million in 2014.
