Emilio Aguinaldo ordered guerrilla leaders of northern Luzon to start the attack against American forces. He appointed Capt. Joaquin Velasquez for Nueva Vizcaya province, Capt. Julian H. del Pilar for Isabela province and Maj. Carlos Ronquillo for Cagayan province.
