The Office of the Ombudsman has perpetually barred former Cebu City Councilor Gerardo Carillo from government service for making an administrative aide moonlight as a cook for his girlfriend’s restaurant during office hours.
Carillo was found guilty of the administrative offense of serious dishonesty. He was slapped with the penalty of dismissal, but this would now be converted to a fine equivalent to his one year’s salary.
In a statement on Thursday, the Ombudsman media bureau said Michael Abellana filed a complaint revealing that Carillo made him clock in his attendance at 5 a.m. and time out at 11 a.m.—even as he was actually made to cook at Baryo Grille in the morning.
The arrangement lasted from July 2013 to December 2014. The Ombudsman found that Carillo even signed Abellana’s monthly daily time record.
Carillo said in his counter-affidavit that Baryo Grille operated from 8 p.m. to 6 a.m., which meant the restaurant work could not have disrupted Abellana’s work at the councilor’s office.
